It's called politico-speech, or in some cases, governmentspeak.

It's how to appear to take a position with sufficient plausible
deniability just in case.............

Failing or just getting by bonehead English is a prereq............

still can't understand what they say half the time.

Don't blame you. Both have weird accents -- one Bahston, one Texass. And neither was a very good student -- Bush averaged a 77 and Kerry a 76 for their college GPAs.

Yet both somehow managed to get into graduate school (I can guarantee you that those grades wouldn't have gotten either you or me into Harvard Business School or Boston College Law School) and both "earned" graduate degrees.

But as to not understanding either, what do you expect from an MBA, a lawyer, and two politicians?
