Apparently Africa has more cell phone subscribers than North America.

That compares apples and oranges. Cell phone use tends to be greater where land lines aren't a viable alternative. If there were no system of land lines in the US, everyone would have a cell phone.

Other published statistics differ from that which CNN reported:

U.S. subscribers in 2004: 180 million. Which btw according to the source is U.S., excluding Canada.

news.com.com

"In 2004, U.S. cell phone subscribers topped 180 million, and on average their monthly bills crept upward another 1.5 percent, according to an industry survey of cell phone use in 2004 made public here Monday here at CTIA Wireless 2005, a cell phone trade show."

African continent subscribers reported as of March 2005: 80 million.

mobileafrica.net

"Africa has already become the first continent to have more mobile phone users than fixed-line subscribers. The International Telecommunications Union (ITU) says Africa is the world’s fastest growing mobile phone market.

Throughout the continent there are now more than 80 million mobile phone subscribers compared with 52 million less than two years ago."

Edit: Does this kind of reporting from CNN really surprise anyone?
