Why is alcohol left to the states to regulate even though it crosses state lines in national distribution networks?

1 - If we were really following the constitution it would have been a state responsibility from the beginning, except for interstate sales. (Which is why it was decided that an amendment was needed to ban alcohol)

2 - The amendment that repealed prohibition explicitly gave regulatory power to the states.
