I think the point is that progress is being made in Iraq. They have just appointed 25 Sunni positions on the constitution writing body and they'll have a constitution written by August. Then they'll have constitutional elections by the end of this year. Then Iraq will be a true Democracy. At that point, the U.S. can begin to reduce its troop presence, unless the Iraqi gov't asks us to stay longer.

Either way, the insurgency is running into a dead end. This is why perseverance is necessary when you are doing hard things like nation building in Iraq. Turning tail and fleeing when things get difficult is no way to run your life, much less a way to effectively nation-build.
