rehab for the most part is picked up by the gov. local , state. maybe federal. a lot of people are put into rehab programs at great expense and put through rehab programs at great expense and then put through again a rehab program at great expense.

those lucky to have insurance or ability to pay will end up paying the deductible expenses which can be costly but a lot of those in rehab are getting a free ride.

I don't see why marijuana should be treated differently then alcohol. Some of the costs of rehab or other things associated with alcohol abuse are paid for by federal, state, or local government, but there is no policy that the government at any level picks up the tab for all costs associated with addicts. Nor IMO should there be.

Also I think you are assuming that the costs associated with marijuana abuse would greatly increase if it was legal. I don't think that is a safe assumption.
