In the past, US government action (or inaction) has resulted in lost sales opportunities in China for AMAT. Our government has often (mistakenly) believed that it could limit Chinese access to technology by forbidding AMAT to sell certain products to China, or by interfering with international funding sources. Of course, that simply caused China to either turn to other eager suppliers (from Japan, for example) or to develop its own equipment.

There is the danger of having this happen again. AMAT is wise to set up a holding company in China, which could be a vehicle for allowing participation in the boom, without violating the letter of the law.
