One would think that the Q3 04 orders could very likely be based on 2004 capex budgets.
Looking at the time line backwards billing = acceptance by customer, shipping & installation, manufacturing leadtime should add up to 3 to 6 months.
To me placing the order is "spending" the budget; sometimes remaining budgets are being "spent" in the last minute by placing the order at the end of the year.
Besides as far as I understand the SCE's said that business at foundry level is fairly weak and to me business means getting the hard copies of PO's.
