Before spinning totally onto a tangent (is that possible?), let's get back to my complaint about your original post on the subject.

The gist of my complaint was your FRAMING of the argument in order to downplay the value of $356 BILLION in a country with around 300 MILLION people. I will ask again, if this is chump change, why do we have to borrow it instead of taking it out of our petty cash?
