Correct. That's my understanding too.

Compared with all the goods and services produced in the USA, per capita, $1000 a year isn't a big deal.

Much of said goods and services are for useless things, or even harmful things [like too much food, tobacco, huge SUVs]. There is also vast waste. So, it would be easy to reduce consumption of the useless and harmful things and make the $1000 payments.
