You really don't understand the distribution of benefit. How do you think the super rich got to be super rich? Yes they did it with hard work, but they also use more of the resources that taxes pay for. It is a simple fact that if you own a business you use more of the roads and infrastructure than if you don't.

You say those that pay no taxes get the most back. That depends on what they do with their time. Since they don't pay taxes they are either very poor or criminals. At that level of poverty they probably don't have a car. They probably don't have anything worth stealing so they don't need a police dept. They don't own a house and won't care if where they live burns down, nor will they miss all the crap they had as furnishings.

The richest benefit the most and should pay a reasonable amount more than those that are not rich.

Now we can debate what's reasonable.
