I think your on the right track.

There is an incentive for people on the system to try an get off.

Earned income credit is one and child tax credit. I know there are flaws, but more improvements can be made.

Rules of politics: Middle-class retirement programs get votes. Welfare programs lose votes. Thus, the fierce opposition to changing Social Security: change the program and lose voter support. Lose voter support and legislators start cutting benefits for the poor.
