There has been one amnesty already. There are issues with it. The Mexicans understandably are not overly trusting of governmental officials & forms. I've long employed one guy who is legal but has a bunch of illegal brothers. The illegal brothers qualified for the amnesty. A couple took advantage, but several of the others declined for what I consider trivial reasons such as unpaid driving tickets, etc. Can you imagine skipping on getting legal for the sake of one weeks wages? The problem is that they have lived this way for 10 years, so why loose a weeks wages?

I once tried to talk my employees into setting up IRA accounts, which I would partially fund along with deductions from their pay. When I explained how it worked, I got no takers. They are afraid that the government might change the rules before they reach retirement, and steal their money. If you have spent your life living in the shadows avoiding the government, things look different.
