I suppose the thought never occurred that anyone wouldn't know not to urinate in the halls. And, even in retrospect, I can't see how it would have.

Hi Suma--

I left in '80 and things hadn't changed from what you experienced.
I worked in the Shenandoah Valley , one of the most beautiful places in the world, imo. The brick HUD apartments were outside the town and had a stunning view of the Blue Ridge. People pay millions to have land with a view like this. The apartments were brand new when I started placing people there in the mid-70s.
Within a year, they were damaged, dirty, abused.

Why bother? Someone built them for you, placed you in them, pays the rent for you. There is no pride of ownership, no sense of responsibility. No feeling of community that would encourage keeping them nice.

I left because my husband finished law school and I was pregnant. I knew I would never go back into the field. I had lost my confidence that we were accomplishing rather than enabling.

Aside-- I do think we did some good in protective services, but believe we are far too protective of parental rights in abusive situations. A child's safety should never be risked.
