I would look at the bigger cities for the reality of the situation as no doubt this stat is meaningless for very small samples making up one unincorporated zip code that pop up on these lists. I found that the larger cities in SE Virginia were all under 30% with some even under 20% college grads. Many of the major bubble markets in Florida are at under 15%
