The negotiated rates between the hospitals and the insurers are a private contract between two parties. They are under no obligation to divulge that to anyone else.

But if you go to a hospital for a procedure, they should be able to give you their list price for the procedure without complications. Cedars Sinai not only gave me a price up front but will willing to accept 50% of that amount up front as payment in full. Instead they later received 55% between Blue Cross and myself.

Who would shop at a store where they won't tell you what things cost? I wouldn't.

I read six carriers here in California have lowered their rates by a percentage in the teens. My contractor buddy says his rates have gone down a couple bucks an hour.
Regardless to ones political leanings Mr. Universe is getting something done for the good of Calliefornya.
