I would suggest, that until EU sees a real tangible benefit, at minimal cost, it will do nothing. Look at it in hindsight : US was accused of waging war on Iraq for Oil reasons. Compare the price of oil before the war to todays prices.

re recruits, yes I believe the military should have some flexibility on age limits. Not everyone who works for the military needs to be a front line person. As we move to more tech-savvy ways of combat a techie in the backroom also has some value.
