Cooperation, investigation and intelligence all play a part. But acknowledging enemies and fighting them as enemies also plays a part. I hear in your choice of words the wish to address terrorism as a law enforcement problem. That just doesn't work.

But Ed, didn't we "do that" after WTCI???? That was a LONG, SLOW, etc...but it didn't seem to stop WTCII, did it?
