It's Bush's fault! Kuwait: Woman appointed as minister for first time in history For the first time in its history, Kuwait named a female as a cabinet member on Sunday. According to unofficial reports, veteran women's rights activist, Massouma al-Mubarak, was appointed as planning minister. Mubarak, a columnist and political science professor at Kuwait University, replaces Sheikh Ahmad al-Abdullah al-Sabah as planning minister and minister of state for administrative development affairs, one source told Reuters.
