I believe that the "skeletons" in Giuliani's closet are fairly well aired, given that he's run, not only for mayor, but US senator (aborted run due to prostate cancer).

Item: he cheated on his former wife (now divorced) with his present wife. The ugliness of that is ameliorated by the fact that his former wife was vicious to him during his battle with cancer, while his present wife was good to him. Also, his former wife is a radical feminist, which also ameliorates the infidelity with conservatives.

Item: he's pro-choice, and has less than 100% support for gun control.

Otherwise conservatives love him, and moderates probably love him even more.

Yes, McCain is a war hero. So was Bob Dole, see where that got him. McCain is a known quantity, and he's a flake. Only a Democrat would suggest running McCain. Just as nobody but his mother would suggest running Jeb Bush.

McCain has run before. He thinks Karl Rove did him in. No, he was done in by nobody but John McCain.

George Allen = son of a football coach. Yeah, I didn't "get" George Allen, either, until I saw him in person and heard him speak. Electability is something you can't really define, but you know it when you see it.

I didn't much care for Bill Clinton, but it was plenty clear that he had it.
