How do states deal with the same issue for auto repair?

I think I know that answer.
Most auto repair estimates come from a book, or more specificly from a computer program from a company called Activant. When the repair is made, the actual cost is loaded back into the program, reported to Activant, and then the cost and part information is updated for the next-months estimate schedule. (Some parts schedules are updated quarterly only). The reimbursal rate is set so that nearly all repairs come in at a profit.
