Maybe they limited his luggage to $200 million only? Or Bahrain was not on his top 10 list to live.
That is unless one believes the rumor that the French offered him $20 billion to stay in office to make their point!!

Actually, I think Saddam was paranoid to the nth degree [for good reason] and was afraid to live someplace where he did not have full control.
