No, not at all. But countries can develop alliances and friends very much like people do with each other.

For instance, if you and I work for the same company, but in different departments, we might both be interested in growing company revenues. We will both also be interested in growing the influence and effectiveness of our respective departments. In fact, there might also be many benefits derived from us working together to increase each other's fortunes as well as that of the overall company.

So there are two roads I can take. I can undercut your dept and discredit you at every turn. In this way, I might inadvertently make myself look good in comparison to you. Or I can work with you as a friend and afford you some goodwill. Then we can figure out what areas we have in common and how we can work together to increase each other's fortunes. With the latter approach, I am more likely to turn you into a friend.

Same goes with China. We can treat them as enemies and all but ensure that they grow into a more powerful enemy. Or we can treat them as friends and bring up our grievance with them directly at the negotiating table, rather than in the press. We can talk to them about concrete plans, instead of unilaterally slapping tarriffs and quotas on their goods. Give them time to react and time to save face. Don't push them into a corner from which they have no choice but to fight back.

Bush is going about this all wrong.
