CJ, I missed this. Which "church" is forcing its members to tithe? Some political party in Germany?

Evangelicals on public TV and cable openly request their members to tithe 10% of their income, making it very clear that it means all forms of income, and citing the bible as the source of the obligation. Mormons are even more demanding.

All of them. Or at least the Protestant and Catholic ones.

It is not a full 10%, the amount depends on the state and your income. The richer you are the greater your discount. In Germany, the Kirchensteuer applies to Protestant and Catholics. If you are registered in a church, you pay. Here is a table that breaks it down by state. Note the Kappungssatz which is a max. cap for high incomes.

According to the Wikipedia, such a system also exists in Switzerland, Austria, Sweden(protestant only), and recently Hungary, Italy and Spain.

According to this link, kirchensteuer.de the Catholic Church in Germany landed about 8.4 billion euros in 2002 between the Kirchenseuer and government subsidies...

Of course, if you feel that separation of church and state is a bad idea, this shouldn't be a problem.

Not a political party.......well not a traditional political party......the church is requiring the tithe. My German friends told me of that tradition last month.
