You can slice and dice statistics any way you want, but counting infants and little children and people who came of age before the 1960s is not a meaningful way to slice and dice those particular statistics. JHMO.

Also, depends on who's asking the question. Takes some courage to admit you've committed a crime.

But I was exaggerating about the 100%.
