Actually 911 was on both Bush and Clinton's watch. The plan was in operation and many of the hijackers in the country being trained when Bush took office. "..ignored warning signs of potential attacks" As did his predecessor. "Recall that Clinton and team prevented the 2000 attacks - through planning and coordinated efforts across govt. groups." Not to mention luck.
