The answer is "No, it wasn't. The Conventions didn't exist then". But extending matters, It would seem that every nation should apologize to every other for everything that happened during wars between them since Convention violations are no longer a requirement according to you.

So am I to conclude Clinton was totally incompetent? He DID seem to think SH had WMD and DID advocate regime change as did others in his administration.
