Refineries haven't been built because ownership in the biz is concentrated and those companies don't want to increase supply as it would hurt margins. Big biz is hurting many industries with monopoly power. This is nothing new. What is new is that the feds are abetting the further consolidation of power and aiding anti competitive behavior rather than trying to control it. Look at telecom where mickey Powell and bush have done all they can to protect the rbocs from competition.
