It's likely that it is too late for that tactic to work now (I'd argue it just paints a bigger target on our backs)... but I believe conditions on the ground might be very different if --- in the beginning --- we hadn't over-ruled the Pentagon and State Department experts' prescriptions and instead gone with the Rumsfeld Doctrine - "Just enough troops to lose the occupation." It's likely that now only the brewing civil war will ultimately shake out the Sunnis --- who are receiving massive financing for weapons purchases and their resistance from neighboring Sunni countries like Saudi Arabia, Syria, Jordan, and the Gulf States.
