It would appear Grainne is suggesting this.

At the very least, she contends that persons under the influence of marijuana don't cause fatal accidents.

I'm not arguing that people should be allowed to drive stoned. I am simply arguing that drunk drivers are a lot more dangerous and reckless, and that if I had to choose between drunk drivers or stoned drivers, I would definitely choose stoned ones. But no one should drive impaired in any way, and that should also include being to tired or sleepy to drive safely.
