But business are free to set their own prices, at least they probably are, and IMO they should be.

They can, but if they want to play with the big boys, i.e. insurance companies, they will play within the rules. I think the computer programs quote part prices, and hours of labor. The company can tinker with the part markup for different categories of customer and with the price per hour of labor.
