Only minor changes are needed to keep the plan solvent until the temporary baby-boom surge has passed.

I guess that depends on what you consider minor. Also the baby-boom surge isn't the only problem.

That money was already paid in by the boomers and it must be theirs when they need it.

They get a lot more back then they paid in. Maybe they should get a lot more back than they paid in, but they "they are just getting their money back" argument isn't true.
