Whether impeachment is a political process or requires criminal conduct has been debated ever since the Constitution was written. Going on the basis of how impeachment has been used so far, it seems that Congress wants to see a crime.

Is that the way it should be? Maybe not. But that is the way it is. In the case of Clinton, the Senate decided that even the crime of perjury (in a private matter, admittedly) was not not sufficient to warrant conviction on the impeachment charges.
