As others have noted, The National Security Agency. More to the point, a line item on the budget, no detail. Exactly what they do is classified, but it involves intelligence intercept and they are wheels at cryptography and other issues. For example, they set the standards on secure computing facilities. You know, where they worry about people detecting screen contents from a distance by the electromagnetic patter generated by a CRT. They probably are charged with other duties, although that is a guess. I suspect strongly that they are the ones who will wind up with the tracking data when they get the National ID program off the ground, they have the computing resources.

In other words, they will have a growing and unknown effect on your life.
