The Feds have a certain amount of control over the city but they don't really run the city. The local government runs the city within limitations imposed by the feds. The Feds may say "you can't do that", or even every now an then "you must do this", but the local government makes most of the decisions and all the day to day operations.

Semantics. I actually think that the truth is that Washington DC has some puppet government but the budget is set by Congress

Puppet Government? Not really.

The DC government is it's own beast. Would it that the Feds really ran the District. Crime rate would be down and the schools would not be in such abysmal shape.

I would not live in the District of Columbia nor would I own a business there.

FWIW, I worked in DC between 1983 and 1989, although I lived on the Virginia side of the Potomac at the time.
