Looks fairly normal....

America (same as most any other nation I can think of... particularly any Democracy where, unlike Authoritarian regimes, a dictator can't stand against shifts in popular opinion for very long) seems unlikely to want to be 'bogged down' in an open-ended struggle. Especially where the *costs* (in blood and national treasure) are highly visible, and the *benefits* more illusive.

Truman and LBJ & Nixon both had to deal with declining public support for third-world wars... the first two withdrew from campaigns for second terms, while the third was forced out (albeit for unrelated matters).

IMO, the Sunnis and Shia & Kurds will have to go through a more active period of civil war before Iraq's future is decided.
