We can afford it. Lot's of corn goes to waste each year, because our gov't subsidizes farmers based on how much they grow. The more they grow, the more they make in subsidies. Most modern farms have people full time employeed filling out forms to get gov't dollars. As a result, today's modern farms overproduce corn and other staples. Some of it is given away as food aid. Some goes on the market. Some gets stored. The rest goes to waste.

We can afford water far more than we can afford oil and all its economic, political, and military consequences.
