Those were all military actions. Same as war, whether declared or not. Call it what you will: bombs go off, people shoot at each other, buildings blow up, people die.
That's my point.
In the case of Iraq though, technically, what was the action? My impression was that Congress gave the President the right to attack and it has not been revoked in any way.
