When I follow your two links they now have an underscore between the last two words, but one of them (the last one) still results in "Not Found", and the other gets me

The two new links (the first two in your post) do work but they don't really contain new relevant information that would serve as a counter argument to what I said. Yes Congrees has final control and legislative authority over DC, but that doesn't change the fact that the Feds really don't run the city. As I said before "The local government runs the city within limitations imposed by the feds. The Feds may say "you can't do that", or even every now an then "you must do this", but the local government makes most of the decisions and all the day to day operations."
