I'll explain. A democratic government in some situations will carry out the wishes of a majority of the voters. There is no guarantee that these wishes would please Ray, or me, or anyone in particular. It is quite possible for these wishes to require actions that we might consider criminal, e.g. persecuting a minority, or invading another country without justification.

Given the realities of politics, it is also possible for a democratic government to take actions that don't even have the support of a majority of the voters (the voters might not even know what these actions are). Democracy is no panacea.
