This report could have been written twenty years ago and maybe it was.

It's real easy to hate the oil companies. They are an easy target. Among my "what if's" when thinking about the way to govern California if I was in Sacramento was to make it extremely profitable for a couple of new large refineries to be built by exempting them from a lot of regulations. This article makes me think I am on the right track.
