Speaking as a teacher I can tell you that cell phones were created by the Devil. But seriously, there do not seem to me to be ANY more impaired drivers (in my experience) than folks on cell phones. I can't tell you the number of times I've had to compensate for someone on a cell phone, because if I had not there would have been an accident. Just a few days ago a woman came out of a cul de sac and didn't even LOOK my way as she pulled out (even though she should have yielded to oncoming traffic on the street). She was yakking on a cell phone, and she never even knew she would have hit me. I had to brake sharply and pull out into the other side of the street (which was clear, thank goodness) I pull over to answer my cellphone, but most people do not do that, sadly.
