In general I would rather avoid the harmful law/tax in the first place, instead of trying to figure our who it hurts and then make exceptions for them, and then maybe make exceptions to the exceptions when you see people finding and using loopholes in the rules. It would already take a truck to move around a printed copy of the US tax laws, I'd rather not see it require a train.
