Depends who you ask, but remember, Reform Judaism, which represents like 1/3 of Jews by itself, doesn't consider halacha binding... and a significant amount of Jews don't identify with any movement, and still identify as Jewish.

I thought you said earlier that if a daughter is born to a Jewish mother and the daughter does not practice Judaism, both the daughter and her children (who may or may not practice) are considered Jews. Did I misread what you wrote?
