Nigel Roberts, head of the World Bank Palestinian department, has written a number of articles urging better governance in the PA territories, and noting the history of aid.

Roberts has been consistent in his analysis. In recent years, he has observed that the Palestinians have received the largest per capita transfer of aid in history, but this enormous investment has not resolved the issue of poverty. Proper accountability is urgently required to ensure that new transfers reach the targeted population and are not diverted for purposes of individual gain or for violence.

It's not a subject that the UN or the EU likes to mention much, though they are biggest donors.

As for the PA economy, it's easy to google the figures. Suffice it to say, the absolute high-water mark for the economies of the West Bank and Gaza was 1993, before the handover to Arafat. He tanked the economies, which fell by half even before the outbreak of the intifada in 2000. The economies have fallen by about half again since then.
