Bush didn't get credit for seven months of not showing, he "barely" got enough credits that year at all, or so the story goes indeed. It's just that in reality, even without the yea many months, he got enough time in. There is no proof presented to date that he got credit for time not served, at all. Early outs were a result of the winding down of Vietnam. You didn't have to have a single in to get one, they were given by the thousands. Of course you don't pay folks for being AWOL...and even you have already noted that Bush technically was not AWOL (though I admit, often you disagree with yourself, for all the reader can tell). Under similar circumstances, of course Bush should approve of giving early outs.
