King George II says that there will NOT be conscription and that it will remain an all-volunteer service. Isn't he just the greatest? He knows that slavery is bad. But when the price goes up, we'll see how true to freedom they are. My suggestion of tradeable citizenships has also fallen on deaf ears. Most people prefer to be collectivist serfs.
