When a pervert kidnaps and murders a child, do you go around proclaiming that America kidnaps and murders children? When someone robs a bank, do you proclaim that America robs banks? When a cop is convicted of beating his wife, do you proclaim that America promotes the beating of wives? Now, don't be giving any suggestions.

If the US government placed the child in the care of the pervert, I would say that US bore some blame for the child's death. When US government forces arrests someone and holds them in prison without charging them with a crime or affording them due process of law, and that person is tortured while in prison, then I hold the US responsible for the harm done. The US is responsible for everything that happens to that person from the moment he is arrested.
