In the second case the government TAKES LESS money.

help me out. federal gov subsidized ethanol 10 cents a gallon..
federal gov reduced taxes for oil drillers..

In the first case, I am paying you money to produce it.

In the second case, I am letting you keep taxes you owe. I am not paying you.
