I don't think that the ways to make a car lighter should be part of any policy proposal. Thats for the care maker and indirectly for the care buyer to determine. But you want me to specify ways make a care lighter, other than eliminating bumpers, and adequate suspension, safety glass, side impact beams, ect.? That's pretty simple. Use lighter materials (less steel more aluminum, plastic, magnesium, maybe even carbon fiber), make the car smaller, give it a smaller engine. Tim
