If it were necessary and it was useful, then obviously the thing would be done and nobody would worry about the fine points.

I just took a break from "Fog of War" because my shredder overheated. (Shredding old case files is very boring and time consuming.)

McNamara was one of the people whose analysis and advice led Curtis LeMay to start firebombing Japanese cities during WWII. The first city was Tokyo, a wooden city. 51% of Tokyo was destroyed overnight, most of it populated by civilians.

They eventually firebomed 67 Japanese cities, most of them suffering more than 50% destruction.

LeMay told Macnamara that if they lost, they'd be prosecuted as war criminals. And Macnamara wondered, if it's a war crime, what difference does it make whether we win or lose? Other than the practical one, of course, which is that if you win, nobody prosecutes you.
